I assume Cuomo would be the frontrunner in round one, but then all the other candidates would Voltron into a single Anti-Cuomo who would cross the finish line. (Unless... IDK, maybe people put Cuomo fifth on their ballots as a bulwark against Adams?)
There will be a lot of organizing to that effect btw now and June. As a random example from yesterday, New Kings Democrats endorsed four candidates (not Cuomo or Adams), and several entities have started pushing "Rank anyone but Cuomo" or "Rank anyone but Cuomo or Adams"
You left out the 7 line extension and the East Side Access project. Both huge wastes of money. The latter especially is the worst public infrastructure project in New York in my lifetime in terms of a cost/benefit ratio.

You're basically arguing that he can't win primarily on name recognition and running as a masculine strongman, but in the last phase of '21 that was basically how Adams won - people voted for the cop they knew over a bunch of women they didn't. And "strongman" is the political vibe in the country right now.
Cuomo is going to sweep up a lot of the Republican vote (see one of the comments below) and a ton of the low-information, "life was better before the pandemic when this guy was in charge" vote. Let's call that 35%. The other candidates would fragment the other 65% into a bunch of 8-10%s, and then RCV would roll Cuomo up to 51% on third and fourth choices as other candidates can't break 20-25%, even with co-marketing agreements.
No, he is not. Unfortunately, opponents to him will focus on sexual harassment instead of the far more devastating nursing home scandal during COVID. He allowed nursing home residents hospitalized with COVID discharged back to nursing home. This led to thousands of deaths
